Committee Insights: Cannabis Ballot Initiatives in the November 2022 Election
NCIA’s #IndustryEssentials webinar series is our premier digital educational series featuring a variety of interactive programs allowing us to provide you timely, engaging and essential education when you need it most.

The NCIA Committee Insights series showcases content produced in partnership with one of our 15 member-led committees.

Members of NCIA’s State Regulations Committee have convened a panel of government affairs, business development and licensing experts alongside leading cannabis retail operators to provide an outlook on reform being considered at the ballot box this coming election season.

Panelists will provide an overview of each ballot initiative and the potential business opportunities for NCIA members. Speakers will also provide their perspectives about the initiatives, including any social equity provisions, polling (if available), and the campaign's progress.

At the conclusion of the discussion they’ll be hosting a moderated Q&A session so don’t miss your chance to participate in this interactive educational experience with leading minds from the cannabis regulatory and licensing space!

Chris Jackson
Government Relations/Social Equity Lead & Community Benefits @Sticky
Excited to explore entrepreneurial endeavors in a new & emerging market, Chris partners with the Sticky brand of operations (a cannabis operation) that is rapidly expanding in Michigan. He is the company’s leader of Government & Legislative Affairs and serves as its Community Benefits Liaison and Social Equity Lead. Chris witnessed how cannabis prohibition directly impacted urban America and is dedicated to reversing the negative damage caused. He is a member of various state and local boards that contribute to economic power and initiatives to drive diversity and inclusion. Aside from being nominated for the Board of Directors, Chris serves on the State Regulations Committee for the National Cannabis Industry Association and co-chairs its Diversity and Inclusion sub-committee. His knowledge spans the complex intertwining of governmental and business cannabis issues, while also remaining at the forefront of the pressing interstate commerce issues in cannabis.
Nicola Batten
CEO & Founder @koLAB Consulting
Nicola Batten is the CEO and founder of KOLaB Consulting. A veteran of the cannabis industry since 2012, she has worked on multiple cannabis campaigns and spent 7 years at Vicente Sederberg, LLP (“VS”), the preeminent cannabis law firm in the country. At VS she served as Regulatory Affair Liaison, focusing mainly on merit-based, competitive state and local cannabis applications. As a testament to her specialized knowledge and vast experience, Nicola has won more competitive marijuana licenses for clients than anyone else in the world. She has won licenses for clients in limited, competitive applications around the country, helped clients start up operations, and everything in between.
Sumer Thomas
Director of Regulatory Operations @Canna Advisors
As a licensed attorney, Sumer Thomas offers a unique perspective on the legal landscape of the cannabis industry as well as a critical eye towards new laws. Sumer manages complex processes across a full spectrum of client needs that range from license applications to operations readiness to exit strategy. Sumer's interest in the evolution of cannabis is bolstered by her law degree from the University of Florida. Her legal background in tax, business, and administrative law brings a broad perspective for solving clients’ complex problems. Sumer has an in-depth understanding of mature and developing state cannabis markets, along with a global perspective gained while living abroad. Sumer speaks Chinese and is licensed to practice law in Florida and Colorado. She is a member of NORML, the Retail Committee of the NCIA, the Colorado Bar Association, the Boulder County Bar Association, and the International Cannabis Bar Association.
Larry Luksha
Government Relations & Business Development @Veritec Solutions
Lawrence (Larry) Luksha works in Government Relations and Business Development for Veritec Solutions, a multi-state regulatory solutions software provider and a vendor in the Florida Medical Marijuana program. Outside of Veritec, Larry co-owns and co-operates an event planning business with his wife, Alanna, called Luksha & Company. He is the Founder of the Young Professionals Delegation in Jacksonville, a group dedicated to the retention and elevation of young professionals in the city. Larry attended the University of North Florida and earned his bachelor’s degree in History and Political Science, and he has plans to pursue an MBA. Larry is a strong advocate for change at the local, state, and federal level. Most recently, joining NCIA in DC for the 2022 lobby days.
